{"id":53356,"date":"2026-08-20T15:34:37","date_gmt":"2026-08-20T09:49:37","guid":{"rendered":"https:\/\/nepalsamaj.com\/en\/?p=53356"},"modified":"2026-08-20T15:34:37","modified_gmt":"2026-08-20T09:49:37","slug":"two-thirds-majority-is-not-enough-for-constitutional-amendment-lamichhane","status":"publish","type":"post","link":"https:\/\/nepalsamaj.com\/en\/two-thirds-majority-is-not-enough-for-constitutional-amendment-lamichhane\/","title":{"rendered":"Two-Thirds Majority Is Not Enough for Constitutional Amendment: Lamichhane"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>Kathmandu, Aug, 20: Rastriya Swatantra Party (RSP) Chairman Rabi Lamichhane has urged lawmakers to raise questions about constitutional bodies based on facts without undermining their dignity and institutional integrity.<\/p>\n<p>Speaking at a meeting of the House of Representatives\u2019 State Affairs and Good Governance Committee on Thursday, Lamichhane said constitutional bodies are key pillars of the state and require greater sensitivity when their activities are questioned.<\/p>\n<p>He said discussions should focus on the reputation and constitutional role of institutions rather than targeting individuals.<\/p>\n<p>Lamichhane also stressed that the State Affairs and Good Governance Committee should handle sensitive issues responsibly so that its discussions do not undermine the dignity of institutions, officials or the committee itself.<\/p>\n<p>He said all political parties must respect the constitutional procedures for appointing officials to constitutional bodies and rejected the practice of making political allegations over such appointments.<\/p>\n<p>\u201cCourts and constitutional bodies should not be viewed as belonging to any political party,\u201d Lamichhane said.<\/p>\n<p>He also said officials appointed under the constitutional process should be allowed to fulfill their responsibilities and warned that excessive allegations could damage the dignity of both the institutions and their officials.<\/p>\n<p>On constitutional amendment, Lamichhane said a two-thirds majority in the House of Representatives alone would not be enough. He said the National Assembly must also approve any amendment in accordance with the constitutional procedure.<\/p>\n<p>Earlier, Rastriya Prajatantra Party parliamentary leader Gyanendra Shahi had said his party would help secure a two-thirds majority if legislation were introduced to bring decisions of the Council of Ministers under the jurisdiction of the Commission for Investigation of Abuse of Authority (CIAA).<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Kathmandu, Aug, 20: Rastriya Swatantra Party (RSP) Chairman Rabi Lamichhane has urged lawmakers to raise questions about constitutional bodies based on facts without undermining their dignity and institutional integrity.
