The executive&#8217;s unilateral actions are not permissible, he said criticizing government&#8217;s failure to allocate adequate budget to the flood-hit Ilam district.<\/p>\n<p>Member of Parliament Yubraj Dulal asserted that the proposed budget failed to adequately reflect the aspirations of the Gen-Z movement.
