The arrested has been identified as 34-year-old Yubaraj Newar of Mechinagar Municipality\u20133, Jhapa.<\/p>\n<p>According to police, Newar was traveling from Kathmandu to Ilam in a Tata Sumo (Ba 16 Cha 8048) when security personnel stopped the vehicle at a check post in Golanjor Rural Municipality.
