Sudurpaschim scores top; Madhes remains weak in performance assessment

Kathmandu, Feb 14: The National Natural Resource and Fiscal Commission (NNRFC) has disclosed the performance assessment results of the province and local levels.
According to the Commission, scoring was determined based on the indicator-wise assessment of the performance of province and local levels in the last fiscal year 2080/81.

The Sudurpaschim Province has obtained the highest score (51.6) in the performance evaluation, the NNRFC informed.

Likewise, the Koshi Province follows Sudurpaschim with the score 50.9; Bagmati 45.6; Karnali 41.6; Gandaki 40.8 and Lumbini 35.9.

The Madhes Province has been rated as the weak performer with 30 score.
The Commission has distributed performance scores to the provinces on the basis of 19 different indicators.

The assessment indicators include the audited amount, arrears maintained, status of the province providing conditional grants to the local level, and amount of vehicle tax deposited in the consolidated fund of the concerned local government, among others.
According to the Commission, the annual budget appropriation and expenditure status, capital budget and its expenditure, revenue collection status, financial equalization grant to be provided to the local level, annual budget review within the stipulated time, air quality of the province, community-based forest management and other indicators were among other indicators for assessment.

All seven provinces have obtained zero in the assessment in indicator-2 which measures whether or not the province has provided conditional grants to the local levels as prescribed by the Commission in line with the province law.

On the basis of this performance, the Commission has determined allocation of revenue for the province and local levels, financial equalization grant and royalty distribution, base of conditional grant and ceiling of domestic borrowing.

Among the local level governments, Kaligandaki Rural Municipality of Syangja, Netrawati Dabjong Rural Municipality of Dhading, Aandhikhola Rural Municipality of Syangja and Banepa Municipality of Kavrepalanchowk have been assessed as the outstanding performers.
