Kathmandu, Nov 18: The government has enforced the ‘contingency expenditure work procedure, 2081’ for the management of temporary human resource required for monitoring, supervision, operation and consulting services related to the construction works.
Minister for Energy, Water Resource and Irrigation Deepak Khadka brought into implementation the work procedure through the minister-level decision. The Ministry endorsed the work procedure on November 17.
A taskforce headed by Joint Secretary at the Ministry Indira Dahal had prepared the work procedure.
Under-Secretary at the Ministry of Law, Justice and Parliamentary Affairs Muna Sharma, Under-Secretary at the Department of Water Resources and Irrigation Bishnudev Yadav, Under-Secretary at the Department of Power Development Subarna Khanal and Under-Secretary at the Department of Hydrology and Meteorology Nirajan Sapkota were the members of the taskforce.
Similarly, Under-Secretary at the Law and Decision Implementation Section of the Ministry of Energy, Khimananda Gyawali was the member secretary.
The work procedure has been implemented on the basis of the report given by the taskforce.
According to the work procedure, expenses incurred on dispute resolution, incentives, studies, research and consultation, management of human resources required for the office will be made easier.
It would ease the preparation of bidding related to construction, publication of information, fuel, stationery, furniture, telephone, electricity and water tariff, purchase or rent of vehicles, tools and equipment, and maintenance works.
For the purpose of regular supervision and monitoring of the construction, consultancy, purchase of goods and installation, the office can allocate a maximum of 25 percent of the contingency amount and send it to the department for the purchase of vehicles, tools and equipment.
With this amount, the concerned department or office can purchase vehicles taking consent of the Ministry of Finance.
According to the procedure, the cost estimate should be prepared keeping in mind the geographical location of the project area, other initiatives to be operated by the same project around the project area, the complexity and workload of the work, the qualifications required for the supervisor, technical capacity and availability of human resources.
The Ministry said the work procedure has been implemented with the aim of making the construction works more effective and expediting the construction of projects under the Ministry.
