Rule of Law and Ethical Conduct Are Foundations of Good Governance: President Paudel

Kathmandu, Nov, 4: President Ram Chandra Paudel has said that the effective use of public resources, zero tolerance for corruption, the rule of law and ethical conduct are the foundations of good governance.

Speaking at the inauguration of the newly constructed administrative building of Dakshinkali Municipality on Wednesday, President Paudel said these principles were also among the key objectives for which the Nepali people had made sacrifices and struggled to establish a federal democratic republic.

“The effective use of public resources, zero tolerance for corruption, the rule of law and ethical conduct are the foundations of good governance. This is also what the Nepali people aspired to achieve through their sacrifices and struggle for a federal democratic republic,” he said.

He expressed confidence that all three tiers of government would take their responsibilities seriously to fulfil public expectations.

President Paudel urged elected representatives and civil servants to regard public office and responsibility not as privileges or opportunities for personal benefit, but as an opportunity and obligation to serve the people.

Describing the administrative building as more than just a physical structure, he said it represented a centre of public trust, a local foundation of democratic governance and an institution tasked with addressing citizens’ aspirations.

He expressed hope that the building would facilitate public services that are prompt, efficient, transparent, accountable and citizen-friendly.

Paudel also stressed that modern administrative infrastructure must be accompanied by modern working practices that are technology-friendly, transparent and results-oriented.

“Maximum use of information technology, proper record management, digital services and an effective grievance-handling system are the needs of the day,” he said.

The President also highlighted Dakshinkali’s potential to become an attractive tourism destination by expanding beyond religious tourism to include nature, culture and locally produced goods. He urged the municipality to focus on developing these areas.
