Speaker calls for inter-governmental coordination in law making

Bhajani, June 6: Speaker Dol Prasad Aryal has said stressed on the need for coordination and collaboration between the three tiers of governments during the drafting of laws.

At the inter-legislature conference organized by the Inter-Legislature Forum in Tikapur today, he said that laws should be made in a way that there is no conflict between the coordination and collaboration among the three tiers of governments. “Only through mutual coordination and collaboration will an environment be created where people’s expectations are understood and worked upon.”

Speaker Aryal emphasized that the target group should be kept at the center when making laws. Laws should be made only in coordination and collaboration with the target group.

He also said there should be effective coordination, cooperation and collaboration between the federal parliament and the provincial assemblies in the implementation of federalism. Speaker Aryal said that although federalism is said to extend the power of the Singha Durbar to the villages, that power has not yet been extended beyond the Singha Durbar. “We have not yet been able to extend the rights that we should give to the people in the ground,” he said.

Similarly, National Assembly Chair Narayan Prasad Dahal emphasized that the federal parliament should address the complaints about the lack of coordination between the federal government and the local and provincial governments.

Admitting that the provinces and local levels are facing problems when the federal tier does not make the necessary laws, he said that an environment should be created for the provinces and local levels to exercise their constitutional rights.

He stated that the role of all three levels is important in strengthening democracy by understanding the people’s sentiment.
Chair Dahal said that the Federal parliament needs to show more responsiveness in lawmaking and make laws at a faster pace.

The speakers of both houses of the Federal Parliament and of all seven provincial assemblies are participating in the conference that will conclude tomorrow.
